Human Resource and Administration
This department is responsible for coordinating the implementation of programmes undertaken by the technical departments of the Ministry. It is headed by the Director and assisted by the Assistant Director and Head-Planning and Information. The department comprises the following sections:
General Administration is responsible for providing administrative support on such functions as; transport, insurance, maintenance of plant and equipment, utility services, awards among others;
Planning and Information is responsible for coordination and planning of programmes and activities undertaken by the Ministry. It is further responsible for parliamentary and cabinet business, strategic planning, work plans, information technology among other assignments.
Accounts is responsible for the management and control of the usage of Public Funds released to the Ministry and the collection of Government Revenue;
Internal Audit is responsible for monitoring of the utilisation and expenditure of public money by the Ministry. It ensures that public funds are used on the intended programmes and activities;
Human Resource Management is responsible for recruitment, appointments, promotions, disciplinary cases, leave, long-service bonus and general conditions of service;
Human Resource Development is responsible for initiating, implementing, monitoring and evaluating comprehensive human resource development policies and programmes in order to improve staff performance in the Ministry;
Procurement and Supplies is responsible for purchasing and supply of goods and services and general stores.
The department also coordinate the activities of the Lands Tribunal established under Section 20 of the Lands Act Chapter 184 of the Laws of Zambia.
