Lands Department

The Department is head by the Commissioner of Lands and assisted by three (3) Chief Lands Officers and Head-Estates & Valuations. The department comprises of the following sections:

Land Administration Section: This section is responsible for ensuring that new parcels of land required for development are properly planned by Local Authorities (Municipal and City Councils), Provincial Planning Offices, Department of Field Services in the Ministry of Agriculture and Co-operatives and  Department of Resettlement.

Estates and Valuations Section: This section is responsible for managing government property portfolios such as keeping on up-to-date register of government properties, managing the landlord and tenant relationship for government rented premises and vice-versa, valuating for the government in instances where the government require capital valuations for the properties it either wants to dispose of or purchase, managing the lesser and lessee relationship between the President as custodian of all land and members of the public or developers, monitoring compliance of the development clause in the offer letter and the collection of annual ground rent from lessees, monitoring compliance of the development clause in the offer letter through the physical property inspections and preparation of reports thereafter, conducting inspections that are required before repossession and other actions such as re-entries effected by the Legal Section and collecting ground rent.  This is carried out by distributing bills and collecting payments in all districts and is facilitated by the provincial offices.

Legal Section: This section is responsible for the preparation of consents.  All transferees and assignees should be eligible to hold land in Zambia and the applicants for the consent should be bonafide owners of such properties. The section is further responsible for the preparation of certificates of incorporation and managing of repossessions and court cases

Folios Sections: The folios section is responsible for noting and plotting on maps plans sent by Planning Authorities, verifying the availability of Land, confirming the size of a parcel, changing of scales (conversions), map reading to help officers and the general public identify properties, inspection of properties and miscellaneous work as assigned by supervisors.
