 Human Resource & Administration

The Department is responsible for the provision of administrative and supportive services to all the Departments in the Ministry.

 (a) General Administration 
Responsible for the following functions; transport, insurance, maintenance of plants and equipment, utilities services, awards, boards and committees;

(b) Planning and Information
Responsible for Parliamentary and Cabinet Business, Strategic Planning, Workplans, Land Policy , preparation of Annual and Quarterly Reports, coordination of Budget Estimates for the Ministry, coordination of Private Sector Development initiatives, preparation of Project Proposals, gender mainstreaming and information technology;

(c) Accounts
Responsible for the management and control of the usage of Public Funds released to the Ministry and the collection of Government Revenue in forms of ground rent, document and registration fees, sale of land, survey fees, rentals on Government premises and consent fees;

(d) Internal Audit
Responsible for monitoring of receipts and payments of public resources ensure that the Government’s risk management and internal control system are continuously being improved and optimized, provide reasonable assurance to the Controlling Officer that the risks are appropriately managed, prevention or detection of fraud or loss of assets and stores and the audit of all activities in the Ministry. Further, it is tasked with the role of reviewing and appraising the appropriateness, adequacy and application of authorization, international technology information and other operating controls and the promotion of effective controls;

(e) Human Resource Development
Responsible for initiating, implementing, monitoring and evaluating comprehensive human resource development policies and programmes in order to improve staff performance in the Ministry;

(f) Procurement and supplies
Responsible for purchasing and supply of goods and services and general stores;

(g) Information Technology (IT) Section
Responsible for acquiring computer equipment for the land information management system, design of Ministerial Website and intra-net and creation of user accounts, installation of network points in all the offices, linking and testing of the wide Area
Network (WAN) between Lusaka and Ndola Office.
